Summary
Mo runs on licensed and regulated partners, and each of them excludes its own set of countries. Rather than apply the widest list to everything, we enforce each partner’s list only on the feature that partner powers.
This page states the jurisdiction rules the Mo app enforces.
Where a restriction applies, the affected action is disabled and explained rather than hidden.
The rules come from the terms of the partners who provide each feature. Every list below links to the partner terms it is taken from.
How we determine your location
We read the country of your IP address at the network edge on each request. We do not ask you to declare a country.
If your location cannot be determined, nothing is blocked.
Using a VPN or any other means to evade a restriction is a breach of our Terms.
Dakota
Bank deposits, withdrawals, and banking details
This list mirrors Dakota’s published prohibited jurisdictions. PS covers both the Gaza Strip and the West Bank, which that list names separately. Dakota names Ukraine as a whole, so bank rails are unavailable there while Trade, cross-chain routes, and tokenized stocks still work.

OKX publishes no enumerated country list, only a general restricted-locations clause. The table below is therefore Mo’s own applied baseline of comprehensively sanctioned jurisdictions plus Russia and China, not a list OKX published, and Mo may widen it.

Relay
Cross-chain deposits and withdrawals
Relay’s terms name Crimea, Donetsk, and Luhansk rather than Ukraine as a whole. Internet traffic from those regions reaches Mo through Russia, so the Russia block covers them and the rest of Ukraine is not restricted.

Coinbase tokenized stocks
Buying and selling tokenized stocks, and opening Mystery Stock
These tokens are not registered under the U.S. Securities Act and are offered to non-U.S. persons only, so the United States is blocked in addition to the comprehensive sanctions baseline. Mystery Stock delivers the same tokens, so opening one follows this list.

Wallet infrastructure
Your Mo wallet is an embedded smart wallet provided by Coinbase Developer Platform. The keys are generated and used inside a Trusted Execution Environment, so Mo never holds them and never holds customer funds. Coinbase’s own terms and policies govern that infrastructure. Every transfer out of the wallet is screened by Coinbase Developer Platform against the OFAC sanctions list, and a transfer to a sanctioned address is blocked before it is submitted onchain.
Coinbase wrapped assets (cbBTC, cbHYPE)
Coinbase applies its own regional restrictions to sending and receiving these assets through a Coinbase account. Mo holds cbBTC and cbHYPE on-chain on Base and does not restrict them.
Exceptions and changes
Limited exceptions may apply case by case where a transaction is authorised under an applicable OFAC licence.
